FREE IUVENTA - SEA RESCUE IS NOT A CRIME
JUGEND RETTET - IUVENTA
JUGEND RETTET is a network of young people who have organized themselves to fight against dying in the Mediterranean. We bought a ship, the IUVENTA, and have already saved more than 14,000 people from distress. In this way, we are countering the humanitarian catastrophe and collective European failure.
On the 1st of August, the Italian Maritime Rescue Coordination Centre (MRCC) ordered the IUVENTA to Lampedusa. Subsequently, it was seized by Italian authorities. The day before, we refused to sign the so-called Code of Conduct of the Italian government, which would have forced us to break international maritime law.
CRIMINALISATION OF SEA RESCUE
The aim of European migration policy is to close the humanitarian corridor. In order to achieve this, the NGOs active in the Mediterranean will be kept from rescue operations. The situation escalated in a campaign of slander and criminalisation, which falsely accused us of co-operation with smugglers.
As a rescue organisation, we observe the instructions of the responsible authority, the Maritime Rescue Coordination Centre, in Italy. Our rescue missions are based on international maritime law and are based on internationally recognised humanitarian principles.
The Italian prosecutor's office uses statements and accusations from right-wing circles with the intention of sealing off fortress Europe even more brutally at its external borders. Dubious evidence from the sphere of the right-wing extremist Identitarian movement is used in the politically motivated campaign against the NGOs.
EUROPEAN AID TO BREACH INTERNATIONAL LAW
In the Libyan civil war various militia are fighting for power. The so-called Libyan coast guard is part of a civil war division and is supported by European states. This Libyan coast guard, under threat of violence, prohibits the unauthorised travel on international waters, and disregards applicable and established sea and international law. People who are apprehended when crossing to Europe end up in detention camps with catastrophic conditions, are subjected to massive violence, and human rights violations. Last year more than five thousand people were been killed while trying to cross the Mediterranean Sea.
SUPPORT
Europe does not accept any responsibility for the indescribable suffering at our external borders, and neither allows safe escape routes nor state rescue programs. Instead, the European states are now financing the people who were ruthless smugglers yesterday, so that they can stop those fleeing over the crossing today. Meanwhile, we are prevented from documenting the humanitarian catastrophe with our rescue missions and from saving human lives. However, we will not stop criticising the deadly logic of European migration policy.

The crew aboard the Iuventa consists of between 14 and 16 people that fill a range of nautical and SAR specific positions as well as media.

Nautical positions / regular ship's operation
MASTER
- has the overview, responsibility and control of the vessel and crew safety; directs both in accordance to maintain same
- is responsible for all nautical and technical decisions concerning the operation as well as related crew instructions
- double checks Head of Mission's decisions against crew and boat safety, intervenes where necessary
- takes general care of the boat maintenance. Informs mechanical engineer and chief mate of technical faults that occurred and ensures they get attended to.
- responsible for the ship's administration (bunkering, crew-lists, customs clearance, coordination of repairs, detailed operational documentation, daily reports and statistics).
- Works in close collaboration with the Head of Mission and Chief Mate
- communicates with external parties, such as other ships in vicinity and IMRCC Rome (Italian Maritime Rescue Coordination Centre).
- Coordinates and communicates with the Iuventa RIBS on scene.

Profile
- Has a Nautical Licence or valid equivalent
- has strong leadership skills and the ability to cooperate well within a team
- confident in decision-making
- has ideally previously joined a rescue mission on the Iuventa as Chief Mate
CHIEF MATE
- Works in close collaboration with master and Head of Mission
- communicates with external parties, such as other ships in vicinity
- introduces the crew to the bridge, the watch system and safety measures aboard
- trains the crew in basic seamanship
- facilitation of general emergency trainings (i.e. fire drill, abandon ship, MOB, lock down)
- one of three navigators and watch keeper of one of 3 shifts
- takes care about the organisation of work on deck and is responsible for the maintenance work all over the ship
PROFILE
- ideally has a nautical license
- alternatively other (non-professional) certificates and extensive experience in a similar range of duties can be considered as well
- has a strong safety awareness and knowledge of standard safety equipment and procedures on board ships
2nd MATE
- responsible for all safety equipment on board
- facilitates safety trainings and drills in collaboration with the chief mate
- one of three navigators and watch keeper of one of the 3 shifts
- Completes general deckhand duties as required during SAR operations, i.e. launching RIBS, look-out, embarking people on the ship, giving out food and water to guests, assisting the medical team, clean up
- Responsible for general operation of the ship including:
- handling the mooring lines during berthing and unberthing
- performing lookout at sea
- completing and assisting with maintenance jobs.
PROFILE
- ideally has a nautical license
- alternatively other (non-professional) certificates and relevant experience in a similar range of duties can be considered as well
- has a strong safety awareness and knowledge of standard safety equipment and procedures on board ships
CHIEF ENGINEER
- Responsible for the operation and maintenance of the main engine, generators, pumps, compressors.
- Operates the crane and anchor winches
- Documentation of maintenance
- while off shore informs on-shore field coordination of technical repairs which have to be completed during crew change.
- Completes general deckhand duties as required during SAR operations, i.e. launching RIBS, look-out, embarking people on the ship, giving out food and water to guests, assisting the medical team, clean up
- Responsible for general operation of the ship including:

PROFILE
- Engineering experience on board of ships
- Has a professional engineering qualification, ideally ship engineering

2nd ENGINEER
- Assists the chief engineer to operate and maintain the main engine, generators, pumps, compressors.
- Assists the chief engineer to operate the crane and anchor winches
- Completes general deckhand duties as required during SAR operations, i.e. launching RIBS, look-out, embarking people on the ship, giving out food and water to guests, assisting the medical team, clean up
- Responsible for general operation of the ship including:

PROFILE
- Engineering experience essential; ideally has a professional engineering qualification

ELECTRICIAN
- Is familiar with the electrical and IT systems aboard (engine room, bridge, RIB)
- problem solves electrical and electronic issues
- supports the chief and 2nd engineer as required
- Completes general deckhand duties as required during SAR operations, i.e. launching RIBS, look-out, embarking people on the ship, giving out food and water to guests, assisting the medical team, clean up
- Responsible for general operation of the ship including:

PROFILE
- Experience with electrical systems and IT essential
- Ideally has experience on ships
BOSUN
- Responsible to take care of maintenance jobs (i.e. deck painting, woodworks etc.); instructs deck crew as required
- Works in close collaboration with Chief Mate
- Completes general deckhand duties as required during SAR operations, i.e. launching RIBS, look-out, embarking people on the ship, giving out food and water to guests, assisting the medical team, clean up
- Responsible for general operation of the ship including:
- handling the mooring lines during berthing and unberthing
- performing lookout at sea
- Night watch in collaboration with one of 3 navigators
PROFILE
- Experience at sea with basic seamanship knowledge
- good handywoman-skills

SAR POSITIONS
HEAD OF MISSION
- involved in the preparation and follow-up of the mission
- coordinates the cooperation of the individual SAR-departments (bridge, RIB, deck, Med team) during the mission
- is responsible for the safety of the crew as well as for the safety of the rescued people during the mission
- Coordinates and communicates with the Iuventa RIBs on scene
- permanent point of contact for crew, the organisation and external parties (other NGOs, state actors)
- Mission preparation:
- Establish the crew's operational readiness (allocation of positions / compilation of the teams, training / briefing)
- responsible for providing the necessary rescue equipment and functional PPE
- During the mission
- set the mission strategy
- in close cooperation with the Master / Deck management, make tactical decisions (strategy, usage of rescue equipment, embarkation and transfer of rescued people, etc.)
- controlling of the correct implementation of the SOP
- briefings / debriefings
- tactical agreements with other actors (NGOs, state actors)
- daily mission documentation

- editing of the collected information - if necessary adaptation of SOP / mission strategy

DECK MANAGER
- has the overview and control of the deck related work during SAR operations (safty of all people on deck, ensures that all the equipment is always ready to use)
- directing work process as per specification of the HoM/ Master
- responsible for implementing safe crowd-management
- responsible for the flow of information between deck crew and all other departments
- Responsible for general operation of the ship including:
- handling the mooring lines during berthing and unberthing
- performing lookout at sea
- completing and assisting with maintenance jobs.
- Night watch in collaboration with one of 3 navigators
PROFILE
- nautical experience
- ideally has SAR experience
- has strong leadership skills and previous team management experience
- confident in decision-making especially in stressful situations

RIB - DRIVER
- is responsible for all nautical and technical decisions concerning the operation on site as well as related crew intructions
- has overview and control of the boat and crew safety as well as safety of people in distress; directs both in accordance to maintain same
- double checks team leader's decisions against crew and boat safety, intervenes where necessary
- takes general care of the boat maintenance:
- informs mechanical engineer of technical faults that occurred and ensures they get attended to
- arranges fuel to be filled up when required
- Also responsible for general operation of the ship including:

- performing lookout at sea

PROFILE
- Boat handling competence certificate; RYA Power Boat Level 2 or SBF-See or a valid equivalent
- ideally VHF license (SRC)
- experience in safely operating a RIB in different and adverse weather conditions, ideally also at night
- excellent slow handling skills essential
- Ideally has previous SAR experience
- remains calm in stressful situations
RIB - TEAM LEADER
- collaborates closely with HOM and instructs RIB driver and mediator in accordance to SOP
- responsible to maintain a general overview of the rescue operation on site
- responsible to decide on operational strategy
- responsible for the crew's and refugees' safety during operational procedures
- ensures RIB crew member's physical and mental well-being; arranges replacement of individual crew members where necessary
- responsible for all communication and communication equipment such as the handheld radio and GPS
- regularly contacts and updates the HOM about the operational process
- communicates effectively with other SAR operators on site
- conducts first aid treatment where medically indicated
- aboard Iuventa the Team Leader ensures equipment and PPE is maintained well and at its place.
- Also responsible for general operation of the ship including:

PROFILE
- Experience in SAR or rescue operations essential
- Ideally has VHF license (SRC)

RIB - MEDIATOR / contact person
- Establishes initial contact with refugees, collects relevant information and maintains conversation with the people in distress
- Passes on relevant information to team leader
- Passes on relevant information to people in distress, i.e. to inform about further steps taken during rescue operation
- demonstrates the use of a life jacket and hands out life jackets
- is responsible to calm down people in distress and de-escalate when required
- Assists in practical and technical operation as required (i.e. embarkation, MOB maneuver)
- Assists team leader to perform medical treatment as required
- Supports and secures other crew members as required
- Also responsible for general operation of the ship including:

- informs mechanical engineer of technical faults that occurred and ensures they get attended to

- Responsible to decide when immediate evacuation for more comprehensive treatment is required
- communicates and collaborates with doctors of other SAR vessels as required
- responsible to perform first aid response training for all crew in cooperation with medic and HOM
- advices crew on general hygiene considerations
- Responsible for documentation of patient treatment
- Documents usage of medical resources and communicates with on-shore field-coordination to arrange restocking of hospital equipment and medication

MEDIC
- responsible for assisting the doctor in the medical assessment and treatment of refugees as well as Iuventa crew

- performs Triage during embarkation of refugees
- Responsible to instruct crew on and facilitate patient transfer (i.e. RIB to Iuventa)
- communicates and collaborates with doctors of other SAR vessels as required
- responsible to perform first aid response training for all crew in cooperation with doctor and HOM
- advices crew on general hygiene considerations
- Documents patient treatment as required
